Dr. Elfreda W. Massie

Elfreda Massie, former interim superintendent and chief of staff for District of Columbia Public Schools, has been working in school administration for more than three decades. A facilitator with the National Institute for School Leadership (NISL), Elfreda also has served as adjunct professor at Johns Hopkins University. In the private sector, Elfreda was senior vice president for Blackboard Connect. For Harcourt Achieve, she served as vice president for professional development and vice president for strategic alliances. For Global Partnership Schools, she was chief development officer. For Baltimore County Maryland Public Schools, Elfreda was deputy superintendent, director of staff development, and director of personnel services. For Montgomery County Maryland Public Schools, she was associate superintendent for professional development and personnel services. Elfreda’s community work includes leadership roles with the Ellington School of the Arts in Washington, D.C.; Reid Temple Christian Academy in Glendale, Md.; and New York University’s Metropolitan Center for Urban Education. Elfreda holds a Ph.D. in education administration from the University of Maryland; an M.Ed. in counseling from John Hopkins; and a B.S. in education from the University of Pittsburgh.
